main procedure

Re-read the record from its repository and re-run the pipeline. Recovers from a missed firehose event or a transient blob-fetch failure. For a space-form URI it re-pulls the authority's repo, which needs a live credential. Rate-limited.

RecordNotFound Bard knows no record at that URI.

NoLiveCredential The URI names a space and bard holds no live credential for it.

RateLimitExceeded Too many reindex requests.

NotOwner The caller is not the repo the URI names, nor the authority of the space it names.

SpaceNotFound The URI is in the space form and names a space bard does not serve, or one the caller cannot be placed in. One answer for both, so membership is not an oracle.
